ups can't filter interference.
for 100% work this device need good ground.
that UPS make a lot of interference, that a reason why pc work same from battery, and why it stop "working" after 1-2 days.

IDK. need to fix grounding in your house or buy good filter conditioner.
maybe UPS with double conv. + filter can fix all.

oh im not using the battery i just have it plugged into the outlet and its been a lot better but not 100%

so its the APC UPS and it comes with 10 outlets. but the battery only kicks off when its not connected to the outlet on the wall. i have it plugged into the wall at all times

i also remembered my cousin came over my house and his pc setup was working correctly and mine wasnt thats what leads me to believe it isnt electrically related
