Used incandescent lamps often flicker or have unstable filaments at first switch-on. New fluorescent tubes sometimes show a rotating bright mercury ball before fully lighting. Interestingly, flipping an old fluorescent lamp with a worn starter can help it start faster, though the other end may blacken. I have plugged in a used incandescent lamp and the filament jumps around on the first switch on
new flourescent lamps with a ball of marcury can have a rotating light effect as the bright ball goes around the tube
an old fl lamp can be made to start quickly with that old starter if you flip it (now the other end will blacken)
