144hz and stable 144fps doesn't feel as smooth as it should ? Choppy gameplay

Hello,
Stable 144fps isn't as smooth as it should be. On desktop and games. Sometimes it feels like I'm playing on a 60hz monitor or less. The cursor on the desktop doesn't feel smooth either. I have 144hz set in the monitor for sure. I have G-sync turned off. I really don't know what to do, please help...I guess it might be something from gpu / cpu. Some bios setup or something. Why? I fixed it once by turning on the turbo boost in the bios and everything was smooth. Unfortunately, the next day (even though I didn't change any settings) the problem returned. Please. help me. I would like to enjoy smooth gameplay :/ I am very tired with this :( I can do anything to fix it.

i took a picture with my phone when moving the cursor on desktop(144hz):

and what it looks like in a certain reddit post (144hz too) :

If anyone wants, I can post a photo from LatencyMon

Are you using multimonitor?

It seems like your mouse pointer is good; indicates no frameskipping is occuring. So problem is somewhere.

The mouse pointer runs at an independent frame rate of the underlying content, so you can have things like frameskipping at www.testufo.com/frameskipping even without the problem in the mouse pointer.

- Turn off RGB animated software (many inefficient RGB software adds jitters)
- Disconnect extra monitors (and close all gaming laptop lids)

If no frameskipping in TestUFO, and above tweaks does not help, briefly test VSYNC ON or G-SYNC enabled, to avoid stuttering from framerate-vs-Hz mismatch. If so, use low-latency methods of framerate=Hz to fix your jitters as much as possible; one popular technique is VSYNC+NULL, or GSYNC+VSYNC+NULL+framerate cap, or RTSS Scanline-Sync (anticheat safe), or SpecialK Latent-Sync (not yet anticheat safe).

I'm not using multimonitor.

I did a frame skipping test and everything looks fine.

turning off RGB did not help.

setups with gsync or vsync didn't help either

When you say things do not look smooth, is it a kind of stutter/jitter?
Are all games behaving the same way?
Perhaps post some MSI Afterburner graphs, to help determine the possible cause of unsmoothness?

I'm really don't know what words to describe it with. The shutter/choppy is better word. Games are not smooth at all.

In some games, the problem is bigger or smaller. Games in which the gameplay is very dynamic are the worst played even at high fps.

I can publish Msi Afterburner graphs. What information do you want in the graphs?

It could be as simple as GPU-limitation, which causes extra buffering in the render queue, resulting in everything feeling more sluggish, and if you're playing at a locked 144 FPS at 144Hz, for instance, there could be scenes in a game where the GPU usage is under 99% at 144 FPS, and over 99% usage in others at the same framerate, which would create an inconsistent feel in input.

It could also be something else, or both the above and multiple issues you are conflating. I.E. desktop cursor "issue" cause (perhaps the difference between "Balanced" and "High Performance" power profiles?) may differ from in-game choppy "issue" cause (render queue latency from GPU limitation?), etc.

Honestly, with user descriptions on these type of threads, said descriptions are often so vague and subjective, it's very difficult to determine if what the OP is experiencing is normal system limitations and expected variations in game/engine performance, or something genuinely abnormal for the particular hardware configuration they're using, and if so, whether it can be resolved on the user-side or not.

From your provided info, all I can suggest is to set your power profile to "High performance," if it isn't already, and set an FPS limit that your system can sustain an average of 99% of the time that also prevents max GPU usage (which you can track in the Afterburner overlay) per game. If one of your games has Reflex, you can use that instead of the manual limit to address the same thing.

Same issue here, no frame skipping on the test and my pc is definitely on 240hz since I can see the difference between 240hz and 144hz on TestUFO, but in games it feels choppy and sluggish.

are you sure his mouse pointer is good, he's got 2 pictures and second one is not his lol I actually have no frame of reference of what it needs to look like but one does not look the same as the other.

-edit
lol I may have misunderstood. so things are noticeably not right on desktop but works fine while you are browsing on certain page of reddit? man.

I have high performance in my power plan. FPS limit did not help too

will you describe your problem in more detail? I'm curious. I hope someone will help us :)
