INPUT DELAY HELP!!!!!! (electrical???)

Been dealing with input delay on both my pc and xbox for about 4 months now. The issue was happening on Xbox first so I bought a PC to see if my console was the problem , but no the issue still persists. I've tried: different controllers, mice, monitors, keyboards, moving console and pc to other side of my house, and new internet provider. Ive been reading forums and people with similar symptoms as me are saying that its electrical related. I know absolutely nothing about electrical stuff, this house Im in is pretty old. I moved here about a year ago, everything worked perfectly until about 4 months ago then it just went downhill with this problem. Don't reply with "oh have you tried tweaking bios?" Because the issue is not anything to do with my pc like i said i was having this issue on console before I bought the PC.

try to remember what was changed, before this problem appeared. think about, lamps, new appliances installed, changed, cables ,etc. Everything is matter (not even electricity related), maybe, something outside house has changed

Well only thing i can think of is my parents switched to AT&T fiber from Spectrum and spectrum was working great. We switched back to spectrum and the problem was happening still so we just went back to AT&T. The house is pretty old so i think this could be contributing towards the problem

well, is the lag consistent? Does it change during the day/night or randomly. What happened when you took your stuff to the other side of the house?
