After a reformat my games are visibly less stuttery, it's like every frame is being rendered. Input lag is lower. Hit reg is better. After maybe a few days or weeks, slowly the games start looking more laggy, input lag up the ass, everyone looks like theyre prefiring you and it just feels awful. Does windows push some kind of shenanigans in the background or something wtf

you could always try something like DeepFreeze, to prevent changes happening to your OS, it will remain the same even after reboot.

maybe something is slowly adjusting latencies for stability purposes and it resets with new install.

It's just you installing other programs and whatnot, each of them with some probability of disturbance (if they are running, that is).
If you stop them from starting (through a diagnostic boot in msconfig for instance) there's nothing that you cannot restore.
90% of times it's just enough to look for pesky processes in the task manager (and for the remaining you can dig into WPA).

Not true I’m afraid to say, I disabled all services and updates and don’t download anything yet I get this lag after 30-40 minutes

It seems almost too obvious that if the first half a hour is fine, but then not, something still must have happened.
As I said, msconfig is pretty much a guarantee to be sure to have forget nothing (even though it has been a bit nerfed in W10, and programs have to be separately switched off from the task manager).

Aside of that I guess you could be thermal throttled somewhere, but you'll have already checked that by now.

I will add my experience to the discussion. While I did a clean install and created a snapshot, and used deep freeze to reset the HD changes in every reboot, I still experienced issues with latency in CS. Even without installing any additional apps or programs, just the drivers, the system did not run smoothly. This suggests that there may be other factors at play when it comes to latency issues, and it may not always be solved by a clean install and resetting changes.
