Need input on my inputlag issue

I have been dealing with my inputlag issue for over 4 years now and i'm pretty fed up.
The inputlag is constantly present no matter if on the desktop or ingame. I sometimes randomly feel like it is slightly better but that might aswell be a placebo at this point.
I've tried pretty much every tweak at this point + i have near top tier specs so i'm leaning heavily towards the electricty/emi rabbithole, but from what i can gather its supposed to be atleast a bit better at night if the lag is caused by emi which just isn't the case for me.
I have also noticed a weirdly high amount of motionblur in games when i move around, what is weird is that for example the mobile version of genshin impact doesnt have any motionblur meanwhile it is hard to see anything at all while moving on my pc. The mobile version also feels like it is running higher fps than on my pc even though both are locked at 60.
I have a 240hz zowie monitor so that shouldn't be the issue.
Should probably note that i've pretty much swapped out all my pc parts.
I have read a decent amount of things about uninterrupted power supplies and power conditioners speaking for and against them helping, are they worth investing into?
Should i try one of those 100 buck emi meters?
I am just exhausted at this point and just wanna enjoy games again.
