Moving mouse (desktop), high CPU clock

Hi all,
May I ask for your confirmation if it is normal for modern CPU (i5-13600KF) to instantly jump from 1.10 to full 5.00 GHz as soon as you move the cursor?
I'm running W11 on balanced power plan and my desktop idles around 1.1 until I slightly move the mouse (1000hz).
I tested different ports (USB2.0 and USB3.0), disabled/enabled xhci handover, played around with speedshift settings, etc. But I wanted to double check with you if its a normal behavior, as I might be wasting my time for no reason.
