Hi all,
May I ask for your confirmation if it is normal for modern CPU (i5-13600KF) to instantly jump from 1.10 to full 5.00 GHz as soon as you move the cursor?

I'm running W11 on balanced power plan and my desktop idles around 1.1 until I slightly move the mouse (1000hz).

I tested different ports (USB2.0 and USB3.0), disabled/enabled xhci handover, played around with speedshift settings, etc. But I wanted to double check with you if its a normal behavior, as I might be wasting my time for no reason.

i have same CPU as you do.... i test this on 5600x 5800x 9700Kf they all same... if you move mouse mostly on desktop the cpu go full speed all off these CPUs

Mouse movement is a realtime priority process in windows so it will respond that way.

Additionaly you can disable speed step other CPU dynamic frequency settings in the BIOS to fix the CPU frequency to their boost clocks, disable C-states, disable internal GPU and undervolt to 1.2v.
My CPU idles at 30watts with this same for my GPU.

I got 7950x3dv and it's the same whether I move the mouse or not, it just fluctuates between 3.3ghz and 5.5ghz no matter what I do, except for running actual intensive applications, then it boosts higher.
