How is Nvidia PC Latency measured?

Hi guys. Nvidia released Frameview a few years ago.
It allows you to measure the average fps, render latency and average PC latency.
With this program, you can calculate the impact of v-sync or fps cap, graphics settings on the overall PC latency in the game.

I'm wondering how nvidia measures average PC latency?

I have an amd rx6700 graphics card and of course frameview doesn't work with it.

Are there programs similar to Frameview with the ability to measure the average delay of the PC?

I have seen the Intel Presentmon program. It has a rather interesting indicator "GPU Busy". But this is an extended render delay. It does not take into account processor latency.

There is an application CapFrameX, it has an item "average input lag". I don't know what it measures. Judging by the description, the delay of the video card + processor.
