I get abnormally micro-stuttering, several stuttering or bad lag at Vulkan API despite 60fps with vsync enabled + 60Hz monitor while I watch any 1920x1080@60fps' video on "youtube" app. Why? But we blame little more than 10 seconds wait of 98% loading at emulator startup before microstuttering due to the "bad" Windows 11 23H2.

NOTE: I don't get any single microstutter (= perfect smooth motion) after zero wait of 98% loading under Windows 10 22H2.
