Perfect 120fps on 120hz with VRR possible?

Hi,

When i am using my pc to use freesync/vrr is activate G-Sync and V-Sync in NVCP and cap my frames -3/4 fps below max Hz of my monitor/TV (or use Reflex if possible) and it works like it should.

I always see a perfect 120hz on PS5 and Xbox Series X via Hdmi 2.1 VRR with perfect framepacing. Here is a video of more or less perfect 120hz Youtube video: watch?v=Rxkg_w0blnE&t=217s

My question: How is a perfect 120hz (not 117 fps cap) achievable on pc or are these games also running in 117 fps mode but its shows a 120hz output?

I.E. most console games running at 120Hz 120+ FPS are reverting to V-SYNC (or V-SYNC off) behavior in VRR mode, and only engage in actual VRR behavior whenever the framerate drops below 120 FPS.
