For anyone that's interested, for the time being I have 3 theories.
1. is the one stated in the above comment, I.e. cpu vs chipset handled USB ports.
2. Is that I believe that when you have a system that is able to have usesystemclock as "enabled" without the aggressive lag, you will then have a rig free of the mouse inaccuracy issue. As you can see, in this old hefty and useful tweak guide
https://steamcommunity.com/sharedfiles/ ... =476760198 it is advised that this setting be turned on, showing that the user posting these tweaks did not see the extreme system latency after enabling it some of use do. You can check by pressing "ctrl + F" on that page and searching for "bcdedit", then navigate to the windows timers bcd's and have see for yourself, which means that this setting being inconsistent across various rigs has a high potential to be the reason behind the seemingly random instances of latency across the pc user base.
3. I can't rule out faulty utilisation of chipset due to the nature of the mouse cursor being affected in the bios which, when my mouse worked (on multiple pcs and laptops back in the day) was NOT the case. My mouse would work as flawlessly in the BIOS as it did in the OS. Also, when I had my old rig I remember that installing the chipset wasn't as easy as double click, install, as it should have been. Instead I had to ask a friend with more tech knowledge to assist me, which then led to seeking out a chipset driver and brute installing it (unfortunately I don't recall how or what was done) after this alternative method of installation was complete, there was a SIGNIFICANT positive effect, so I'm just wondering if it's possible that it's caused by a faulty chipset installation due to the tricky and inconsistent nature of the modern device manager, as some drivers need certain "tricks" to get them installed even now. For example the audio driver in my instance wouldn't update to the latest version the usual ways (search automatically for updates, or browse, manual select and install) upon reboot would default to the same outdated driver UNLESS I went into the bios, disabled HD Audio and then installed and re-enabled. So could also be a fundamental issue affecting the installation of chipset.
So given that information, it is a case now of someone smart enough and motivated enough to helping prove or disprove these 3 claims.
I understand there are also other multiple cases for latency such as network, drivers, and even on the extremely rare occasions electricity etc.. but these 3 points ARE SPECIFICALLY for my issue.. which as a reminder is a mouse cursor that feels and presents as inaccurate due to the accumulation of mouse co-ordinates, leading to cursor drift WHEN IN MOTION, NOT STATIONARY and over time, especially noticeable when making circles making the development of "muscle memory" impossible due to the inconsistency of the cursor movement, which also feels ever so slightly delayed as a by-product.
Furthermore, the clarity and fluidity of graphics in any videogame/ video playback is significantly worse than observed back in 2013, including gameplay and also VERY noticeable in cutscenes, which at this point I am inclined to believe are a part of the same issue due to neither of these issues occurring when everything worked correctly.
