getting a 4070 ti need some advice

using these settings on a another card

do i leave setting as they are which as as follows

gysnc enabled

use the frame limter in nvidia control panel with inside monitors refresh rate of 144hz currently have it set to 140hz (global limit)
all ingame litmters set to unlimted (thinking that unlimted means there is no in game limiter)

prefered refresh highest available

got this advice from a video on youtube i can edit and post if you wish

In-game limiters usually have the side effect of being able to reduce input lag. Not always though. External limiters are usually neutral: they neither increase nor reduce input lag.

Another thing to keep in mind that if the game has Reflex support, or if you set "low latency mode" to "ultra" in the nvidia panel, then a driver 138FPS cap is applied automatically if vsync is enabled (this is to avoid vsync lag.) So your 140FPS cap is basically overridden. For whatever reason, Nvidia does not consider 140FPS to be safe enough for 144Hz g-sync.
