Nvidia control panel sluggish

Hello, I would like to know if there is anyone else here who has the same problem as me? I don't know if I am the only one, but I can't find an answer, and this has been happening to me for several years now, 2015 I think.
Where the Nvidia control panel becomes super slow, as you can see here in the video, besides I have another problem that when I try to write with my keyboard is usually very slow in certain browser extensions, or places ... I doubt that I have a keylogger because I use the auto-runs program sysinternals
even so I could be wrong, the thing is that like everyone here in this forum I am someone unhappy that I do not enjoy playing competitive games, I have the peek advantage, I have inputlag, what a game shows me on screen is not what it seems, people move faster than me, they shoot me before, and this also applies to rpg/mmorpg/car games.
Here in the video you can see how slugglish/laggy is the manage 3d settings in global, also i don't know why the maxframe keep appearing as 58 fps even if its off? I don't know if Nvidia somehow is saving a configuration in the registry? I have tried to do a clean installation of the driver itself whether is by extracting modifying the installation file, or by using software such NVCLEAN, or by installing normally, and problem persist, even by using old drives.
