- HI, this is my first time posting here, but since i have learned and used many of your guides before i figured i could give it a try
I built this rig around 2022 and from the beginning i have been having trouble with stuttering in all of my games, it got worse when i migrated to windows 11 from windows 10, and because of this i have never really fully appreciated gaming in my rig, so i am kind of desperate. This is my first time building a pc so i am still a newb when it comes to pc gaming but throughout these past couple of years i have learned a lot. I have tried many things to fix this(i will list them below) and some helped reduce the frequency of the stuttering, however they still happen and completely break the immersion of the experience.
Things i have tried:
capping frames with rtss
UV/OC cpu and gpu
manually clock gpu
reinstall gpu and chipset drivers multiple times with ddu
fresh install of windows
changing between xmp profiles for the RAM
use 2 separate cables to feed the gpu from the psu
resizable bar ON/OFF
win game bar off
windows game mode ON/OFF
Clear cmos battery and update mobo bios from the manufacturer website
turn on/off ULPS in msi afterburner
Currently i am coming off a fresh windows install with all updates installed latest chipset drivers and gpu driver, without adrenaline software, and with everything at stock except ram which is in xmprofile 1

CapframeX for monitoring
rivatuner to cap fps
steam for the games

Now for the games i play,they are mostly non triple a games like fighting games and other less optimized games, that are hard locked at 60 fps, the only exception being witcher 3 which is uncapped in game.
Description of the problem: usually what happens is i'll have 95% of the time a flat frametime line and then something happens and i get a spike or two that freezes the screen for a micro second and then returns to the smooth gameplay( i'll showcase the problem with a few videos below). I don´t know what it is, sometimes it doesn´t happen but then again after a new session, same scenario ill get a frametime spike. i may notice a pattern where just before the spike i press a key or a button in the controller or maybe I'm wrong. Anyway i don't know what it is, if its shader cashing (doubt it), software, or cpu bottleneck, or any other bottleneck, i am at my wits end, hopefully you can help me out i tried explaining the issue to the best of my ability but english isn´t my native language so i apologize in advance.

the first video is of a game hard locked at 60 fps, and the second one is a clip of witcher 3. i chose these two videos because i believe it best encapsulates the problem.

Do you see the random frametime spikes when you're just running www.testufo.com/animation-time-graph ?
Are you running any monitoring software (e.g. aggressive settings of Afterburner GPU monitoring, or Task Manager) or RGB software in the background?
Temporarily turn off all the RGB software and exit all of them, see what happens. I know certain brands of RGB software creates frametime spikes, sadly -- sometimes switching software packages for RGB operation helps.

About rgb software, i use none, i do have rgb in my memory kit and my mouse and keyboard,what should i do?
the monitoring software i use is capframex and rtss to cap the framerate.
All of this is too much information, i just want a simple "work plan" to know from where i should start the process of elimination. hope i could express myself well enough.
