Could my hdd have been causing input lag all this time?

I have been having really bad input lag for the past two years. I went out of my way to upgrade ram, mobo, gpu, cpu, psu, and even my case, yet it remained the same. Each usb port in my pc felt vastly different from one another, even my usb 3.2 ports both felt different respectively. The only think that remained the same was an hdd that I have in my pc that I use for mass storage for stuff I don't need on my ssds. My input would feel like it has been cut off for a small fraction of a second and resumed input doing so every few seconds, not too much to be overtly noticeable but I felt it in fps games. Today, just 30 minutes ago, I went to plug in my other monitor to the power strip next to my pc and I hear a low whining noise. I thought it's probably my psu, it was, but it got me to think and I took out my hdd because what if? I immediately notice a difference, my input feel like butter and it feels like going from a cloth pad to a glass pad, not even joking. I go in my game and I don't feel that awful latency that made me want to die. My usb ports feel not noticeably different. Could my hdd have been causing this??? The specific model is a Toshiba DT01ACA200

YES.
all your devices are connected to the ground bus. If you hear a squeak inside your PC, or the sensor of your wired mouse makes the same sound, your hard drive, or rather the sound of its operation, will spread to everything. The problem, of course, is external.
