As far as I know, it is wrong to connect a mouse and keyboard to a PCI-e card. I remember that connecting only the mouse gives much better results. In addition, the PCI-e card you use may cause problems at high speeds such as 1x, 8k hz. Try using only your mouse and run it at 1k hz.

I can recommend a pcie card with asmedia 3142 chipset. If your motherboard has a slot that will fit pcie 4x. If you install the driver manually, you will get the best mouse performance. I saw a topic about this on Blurbuster.

Get USB 3.0, USB 3.1 or USB 3.2. My recommendation is to get USB 3.2. I remember that those that provide an external connection to the power supply give better results.

If he has 240Hz monitor and up, wouldn't it be better to keep mouse at 2000hz according to this (as long as he can see the difference - as even pros playing on 360Hz monitor doesn't care about that), but for personal use wouldn't it be better to have it lowest jitter as possible? 2000Hz should not be as taxing on CPU, while 4000Hz might be more but has bigger improvement.
