True 165htz feel when game is in background

Hello guys. This is my first post. I have a 165 htz monitor. I noticed one thing that when I run valorant in windowed fullscreen and while. Being in game when I decide to click the windows button, the windows appears where I can still see the game screen in the background but the smoothness becomes infinite times better. Feels like it's true 165htz every time I do it. But then when I click on the game and when the game is the only thing I can see on the screen, it becomes choppy and laggy again. Even if I play on exclusive fullscreen the choppiness lag is still there. Anyone know what's going on?
