Occasional 4 ms stutter (red spike) on VSYNC Animation test

Hello, I recently built a new computer and I have been checking the system using UFO Test.
There is a problem, however, as on pretty much every test, it says READY for about 15 - 30 seconds, then it says:
STUTTER WARNING:
Browser stutter detected (1+). Close other apps and tabs.
Upon further test, when looking at the test
VSYNC animation time graph,
I see occasional red spikes (4 ms) every 15-30 seconds. Sometimes it takes longer, sometimes they are more frequent.
Ive also tried having applications/system running in the background all off/closed, including any rgb. Its much less frequent that way, ( every minute) but it still happens...
Should I be worried?
Here are my system specs:
5090
9800x3d
x870e carbon
in bios I have expo and global c states on, however, the spikes are still there even with these off.
I've also tried a windows reset, to still no avail.
