Strange distortion pattern & tearing on monitors

Hello, I've been having this issue for the past month. Any motion on either monitor causes the strange pattern to occur across the screen. I have gone through every possible thing I can think of including swapping the cables and using different systems, the result is the same.

It may be hard to make out in the video but there are waves of distortion that flow across the screen whenever there is motion (e.g turning in game).

I have purchased a new monitor and have the same issue so it must be something other than my hardware causing it.

AOC Gaming Q27G4XD

The effect is worse the more complex the displayed image is, Any input would be appreciated. Thanks.

I'm not seeing any flickering patters in the video.

Perhaps flickering is the wrong word. The streaky distortion appears on all of the monitors I have over HDMI & display port. Is it possible that the outlet or the power provided to my home could be causing these issues? I've run out of options at this point and I am at a loss.

In all games or just this one? Maybe it's the motion blur effect of the game? Disable it and see if that changes things.

It happens in every game and even on the desktop & chrome. I've tested it with two different systems and the effect is the same on each. Never seen anything like it before.

Yeah vsync with freesync and the frame rate cap. Happens with or without those things enabled. Happens over HDMI & Display port. Also I bought a new monitor and it has the same problem on both of my machines. I've replaced all the cables and still no dice, it's really bizarre.
