Does A UPS Rule Out Dirty Power?

I ran my computer on my UPS (while the UPS was unplugged from the wall and on battery mode), and I still experienced the input lag / floaty mouse.

Does this rule out dirty power? Or would it still be worth my time to buy a power conditioner? Thanks.

Try to disconnect PC for whole day and connect it only then to UPS which was also disconnected for same amount of time.
If it would be better, there is some indication, but at same time it's not really enough time to tell on such small battery to tell if it would come back later.

Quality of ups prolly , some electric generators noisy (electrically) af for example
