Huge Desync Problem- something in correlation

I suffer from massive Desync. Am absolutely unable to be good at any game. I know its not an skill Issue, and not an hardware Issue, and not an Software Issue. I really really already tried everything, absolutely everything. Its not an Internet Issue either.
-dont bother telling me that as I know for a fact it isnt.
I found out something really weird and absolutely not normal which 99.99999 percent has a correlation to my massive desync. (Floaty mouse is not my Issue).
On every single MSI board, may it be z790, h610, b760, and every single keyboard I tested, (tried office, gaming keyboards, not wireless though-6 in total), I am NEVER NEVER able to boot into bios through f2,delete, f10, f11 or f12. I obviously changed ports to usb2.0 3.0 3.2 and obviously disabled fast boot in bios. I NEVER am able to go into bios through keyboard. (I even tried different bios versions to no affect at all)
This tells me my problem is 1000000 percent an electricity Issue. I tried different sockets to no affect. I tried different poor power strips to no affect. I need desperate help please! I know its a power Issue no question but how can I finally fix it?
I tried different pcs with different psus.
Can a power strip with surge protection and EMI filter fix it? What can I do? I would be so so so so glad when Someone tell me the answer. When playing on Laptop via Battery, the problem is abbit better but not fixed. I think the dirty electricity stays in the battery
