Intermittent stuttering with 4k60 capture card

I was able to record a 30minute segment that shows the stuttering happening in 10minute intervals.
Elgato capture card was set as the only output, just to make sure cloning wasn't the culprit. It is set to 4k 60fps, so is OBS.
It is in the correct pcie slot, running at the correct speed.
I've seen a thread about this issue, but setting a fractional fps value didn't work for me.
Specs
Gaming pc: Windows 11 24H2, Ryzen 7 7800x3d, 32gb ram, rtx 5090 on 576.28 drivers (also happened with 4070 ti on 566.36).
Streaming pc: Windows 11 24H2, i7 9700k, 32gb ram, rtx 4070 ti on 566.36 drivers, elgato 4k60 pro mk2.
I also tried with a new elgato 4k pro, the same issue occurred, so I returned it and kept the mk2.
Any info could be helpful, this has been a burden.
