Help, there is no smoothness in games and strange weapon recoil.

Hello everyone, I have written multiple times but have not received a single comment.
I don't know what's happening or what to do.
I replaced my PC three times in hopes of fixing the issue.
My previous setups included:
- Intel Core i5-13600KF
- AMD Ryzen 5 7600X
- AMD Ryzen 7 9800x3d
I changed the processor, motherboard, power supply, case, water cooling system, and graphics card.
However, I did not change the RAM or monitor.
My current PC configuration:
- Gigabyte B650 Gaming X AX V2 motherboard
- AMD Ryzen 7 9800x3d processor
- NVIDIA RTX 4090 graphics card
- Team Group DDR5 32GB (2x16GB) 6000MHz (PC-48000) T-Create Expert CL38 1.25V
- BenQ XL2546 monitor

In games, I get high FPS but no smoothness in the image. The recoil is exaggerated, twitchy, and unstable—completely lacking smoothness and softness in the picture. There are no lags or freezes; only the smoothness and visual softness are affected.
I have tried all tweaks from five different people who configured Windows and BIOS for me, but there is no difference.
For example, in CS2, I get stable 750-800 FPS on a 240Hz monitor with everything set up correctly and the game fully configured. But the image feels like my FPS is only around 100–120. When I try to control recoil by pulling down the mouse, bullets don't respond properly—they seem uncontrollable. Sometimes everything hits perfectly, especially at night.
My router is Keenetic Ultra KN-1810 with internet speed of 1000 Mbps.
I wonder if the internet connection could cause unstable visuals or strange recoil behavior. Also, could the issue be related to RAM or the monitor? Honestly, I don't know what else to do. Please help me!
And just to clarify, this problem isn't only in CS2; it occurs on the desktop and in other games as well. There is high FPS everywhere, but it feels like there's not enough FPS or that something is off with the smoothness.
I understand that this could possibly be electrical or abnormal input lag, but I live in new, expensive houses, and honestly, I don't know if that's the case.

I bought a new Benq xl2566x+ monitor and bought new RAM as soon as I connected the new monitor for the first 5 minutes everything was too smooth, I can't describe it in words, the entire desktop was like alive as soon as I restarted the PC everything instantly became the same as on the old monitor, there is no smoothness and a feeling of a drop in fps, but the fps is 800 stable

Same problem here. On a 9800x3d with asus b650 gaming plus WiFi and 5070.
I'm just hoping for an answer here.

Yes I noticed worse recoil control when I had desync in Apex. Night and day difference, couldn't ever pin it down to one thing though as it would come and go

"Everything set up correctly" does not describe the steps which you took to "set up" the software part of your system.
In fact, it's usually a tell-tale sign of improper set-up, relying on old-wives tales' due to people not grasping the concepts they're being served.
What you're describing is just the common issue
most users on these subforums are struggling with and that is —
a unstable system
Whether that stability is rooted in some BIOS setting or a hardware fault is for you to troubleshoot.
The general start point for this process is:
try EXPO disabled on a new, uncorrupted Windows installation
I prefer telling users to try W11 23H2 with

Run the .bat file after installation (as per the guide) to remove some features of Windows which cause unnecessary CPU overhead.
Rely on Ventoy to install Windows.
Compare hash values of ISO's for any possible corruption during download or file transfer operations)
After you do that, rely on choosing the right limiter value for your FPS:

Since you play CS2,
fps_max is the only low overhead solution you can use. Others introduce a 1–2 frames of latency overhead.
(240fps, 1 frame = 4,17ms; 2 frames = 2*4,17ms = 8,34ms)
I would opt for a
fps_max 240fps or
fps_max 480fps solution.
Keep in mind that there's only so much that you can do to tighten frame times (lower min & max) in CS2, as the frame limiter implementation is... subpar to say the least.
You haven't mentioned which SSD & other peripherals your system uses for someone to assist you in the troubleshooting process.
Yes, networking can severely impact your experience.
I would troubleshoot your system first before you approach that part.

Everything you said, I have already tried, doing it up to 200 times a day with different versions — 10 Windows versions and Windows 11. I’ve tested all of this, and the Windows settings are also different. I’ve tried various tweaks and revi.cc — nothing changes; the games are still terribly choppy. I also want to mention that after reinstalling Windows, about 5-6 hours pass, and it feels like something broke — various problems start to occur. For example, I play Apex Legends: the graphics are not smooth; I minimize the game using Alt+Tab for about 20-30 seconds — the sensitivity increases and everything becomes very smooth.

Unfortunately, hardware changes won't help. We've all tried dozens of them. The cause is certainly the electrical power, or rather, its poor quality.
There are players who can play perfectly without any tweaks or with 120fps. Let's take ropz, who reached FPL with 100fps and 60hz. Donk and Zywoo themselves say that they don't change anything in Windows or Nvidia, they just open CS and play. It's bizarre.

High-end CPUs like 9800x3d require stable and high-quality power delivery. Gigabyte b650 Gaming X AX V2 is a mid-range b650 motherboard so there can be limitations that affect performance, especially with high-end components.
Maybe if possible test your setup with a more premium PSU. Good psu can make a huge diffence in system stability, especially with demanding components like yours. Next step after that is replacing mobo.

I think you've unknowingly had a streak of bad HW choices & bad SW choices, which lead to your current issues.
As mentioned above, your PSU & mobo choice can impact your results.
I still think it's the usual issue of RAM instability (rooted in IMC, PSU & mobo quality)
Have you ran any stress testing application software & for how long have you ran them?

I can assure you after doing every tweak possible as I play CS2, this has nothing to do with your hardware... It is Valves crappy servers that make it feel like one day, you feel your bullets are registering and the next day even though you did not make any changes with your PC, it feels like nothing is registering.... I personally have noticed that if I play in the early morning(where less people are online in servers in America) the game feels better. Sadly, there is nothing we can do and with the way Valve has showed they don't give a crap about updating the performance of the game(which could have been solved easily by upgrading to 128 tick servers in the first place) however, they have shown with repeatedly for the past 2 years of updates, they only care about $$$$. I despise Valve so much as their goal is too make players overthink that it is our PC's which don't have any issues w/ other games aside from CS2. It has been over 2 years now and to think that a simple mode like TEAM DEATHMATCH instead of Free-for-all(which playing on a full server is honestly a waste of time because they spawn you literally in front of players... The ultimate goal when they implemented this whole garbage desubtick trash is to make gun fights between a player who has a ping of 9 ms vs the enemy who's ping is 80ms equally fair for both ends which is ridiculous. That is why many players play w/ a VPN on to have their ping be higher as they tend to have an advantage over players w/ lower ping.
If you are into the whole pro e-sport scene, there have been countless times where the tournaments are played on LAN so ping is not an issue. They use to show replays and I remember a specific one last year where m0nesy was not moving on de_anubis with an AWP and the crosshair was clearly on the opponent to which it made m0nesy react thinking he got the kill and then his face was like "wait wtf just happened." I find it funny that they no longer show replays of shots(most of the time it is with the AWP) where I personally find myself confused on how the enemy ends up alive. I use to play face it all the time in CSGO and had far more matches played on face it then steam because it definitely was no placebo when it came to how much better the servers were with 128 tick vs 64 tick. The fact that you had to adjust where you threw smokes from between 128 tick and 64 tick as they would end up in 2 different places if throwing from the same spot was a bit of an annoyance when playing since I had to remind myself whether I am playing on Valves crappy servers or face it's servers before throwing the smoke.
