Microsoft Code Signing PCA 2011 certificate affecting consistent mouse input

https://crt.sh/?d=12728950, with it I noticed consistent cursor movement on the desktop, just swipe left and right on the desktop and look if the cursor remains consistent with your hand movement, without this certificate my cursor began to slow down even though my hand movements remained consistent, no I do not have any mouse acceleration. This is not placebo I tried on and off, may work for some people, others maybe not. This effect takes place immediately after importing this certificate.

Edit: I think this might be THE fix.
