floaty mouse reproducable fix

Hi everyone,
I found something related to the floaty mouse issue that can be tried again and again. But I want to emphasize: just because it works for me doesn't mean it will work for everyone. I really hope someone gives it a try, because a lot of topics here get no responses, and it would be great to know for whom it works and for whom it doesn’t.
So, to get to the point: I play CS2, and in fullscreen mode my mouse feels floaty and bad, and the image also feels slower. But when I switch to borderless fullscreen (fullscreen windowed), the floaty feeling is significantly reduced, and I shoot much better.
However, there’s a price to this maybe a drop of 50 to 100 FPS—and the image isn’t as smooth.
It's important to highlight that when the game is in borderless fullscreen, Windows resolution is what matters. So, for example, at 1024x768 the mouse feels much faster, while at 1920x1080 it’s noticeably slower.
Apparently, this improvement is due to DWM (Desktop Window Manager) handling the rendering instead of the GPU directly. Can someone explain why that might help?
That said, I’m still sure I have EMI/RFI issues too that’s without question—but running the game this way seems to bypass something, and the mouse movement is much better. Until I find a proper solution, I might just play like this.
As I said, this can be reproduced at any time if I change the resolution back, the floaty mouse feeling returns.
