ENEMIES APPEARING late in my POV

so ill keep it real simple... i have been lurking in this forum for a while and just made an account to post this issue which i have been having for years.
so when i play valorant(csgo/cs2) i always feel like my hitreg is so bad like my sprays are heavy and mouse feels little floats so i tend to overflick everything .. and also my laptop monitor(144hz)doesnt quite feel like 144hz? it keeps on tearing .
and the main issue is enemies appearing late in my screen / pov .. (a guy in my game was streaming and when he died he was spectating me so after the match i loaded his YT live and realized that enemies are appearing late only in my pov , on his live i was reacting very slow .. any idea how to fix this issue .. (from all the threads i've read in here i came to a conclusion that i might be suffering from electrical input lag .. cus when there's a power cut an led bubl in my house becomes bright even when the switch is turned off (this issue mainly came after adding inverter in my house .. ( i have ordered some ferrite cores since its the cheapest solution available
