Help!! The frequency of the graphics card is not reset at 240hz

hello everyone, I'm already tired, I don't know how to solve the problem, I ran out of money, I updated literally all the components twice, and some 3-4 times. My system at the moment:
core ultra 265k
msi z890 pro-p
kingbank 8400mhz 16x2
gpu msi gtx 1050 (don't ask why the graphics card is so weak, there were others.)
monitor samsung odyssey g4 g40b 240hz
sata ssd 256

problem:
the problem is that the memory of my video card always runs at maximum in idle time, the gpu frequency drops, but not much, the pcie bus does not reset to version 1.1 in idle time and always runs at maximum, although it is not loaded in this case in version 3.0 since the video card supports only 3.0, there was an rx 9070 video card the problem was this the bus was always running at 5.0, the GPU frequency was reset, but there was no video memory. This should not be the case, and the GPU's video memory frequency should always be reset to idle. If I lower the refresh rate of the screen to 120, then everything returns to normal and the graphics card works as expected and performs all its functions. If I raise it to 240hz, then again the video memory works as much as possible. Can you tell me that the problem is with the monitor? but I will say no, I had another Chinese monitor before this monitor, it doesn't matter what the 60hz is, what the 120 is, what the 144 is, or what the 240 is, the memory worked at maximum. Therefore, I can't be sure that the problem is specifically with the monitor, because it's not clear what the reason is, it drives me crazy.

What I've already tried to do:
most of the simple things that you will recommend to me, most likely I have already tried, here's what I did: I dug into the windows power settings, deleted drivers using ddu, installed new drivers, installed old drivers, reinstalled windows 10 times, tried windows 10, tried windows 11, disabled gpu hardware acceleration, nvidia software settings by default, I didn't change anything there.
I also tried a lot of BIOS settings, played with power settings, turned on/disabled aspm, forcibly changed Pcie gen2 speed/3/4/5 , disabled rebar, disabled 4g decoding, enabled/disabled xmp, left everything as default

Monitors: Ardor Frontier Pro 240Hz VA, Samsung Odyssey G4 G40B 240Hz

Graphics cards: RX 6500XT, GTX 1060, RX 9070, GTX 1050

I changed two power supplies

Processors: i5 12600k, i7 12700k, i5 14600kf, core ultra 265K

the memory was also different, both ddr4 and ddr5

the only thing I haven't changed all the time is the sata ssd, but it seems to me that there can be no problem with it.

the first time I noticed the problem was when there was a bundle of 12700k and rx 6500xt before that there were no such problems. What do you think it's all about?? could it be because of the 1700 socket and the 240hz+ monitor? because I remember on the z590 and the aoc 24g2ze monitor, there were definitely no problems with this at 240 hertz, but how are you? is there 240 Hertz on the monitor? I would be very grateful if you could help me. Since the problem is not only the heating of memory, but also in games, the feeling of the game has become completely different.

This probably won't help you, but when I checked my GPU, it turned out that it is also running at maximum speeds @240Hz. In games, I didn't notice any difference, but it would be good to solve this to reduce power consumption.

ryzen 5600x
rtx 2080 super
iiyama GB2790QSU 240hz 1440p

When I set custom refresh rate in NVCP I get those values for minimum Memory clock:
187Hz or less - 101.3 MHz
188-190Hz - 202.5 MHz
191-192Hz - 1250.2 MHz
193-241Hz - 1875.2 MHz

I wonder why this is so? How does the graphics card choose which systems to reset the memory frequency on, and which ones to keep the frequency at high values on? How do these factors affect this? Or bios settings or monitor characteristics.
