Mouse stutter/jitter across 2 amd machines

Hello I built a pc a few month ago as well as having a laptop.
Both systems have same mouse issue and I cant figure it out..
Laptop Lenovo Legion slim 5
rtx 4060
Ryzen 5 7640hs
16gig ram
500 ish gig of storage
Windows 11
Desktop
B450M-A PRO MAX II
rtx 2080
ryzen 5 5500
32 gig ram
2 tb storage
Win 11
Everything works great besides mouse.
It hitches, stutters, gets caught up
Using every other usb device works fine
Including xbox controller.
I mainly game on controller but in mmos etc need mouse and its hitching bad when i need to spin the camera etc.
No fps drops
What you’ve tried / tested
Different PCs / devices
Two brand-new PCs (desktop 8 months old, laptop 2 years old).
Tested different USB ports on both machines.
Power considerations
Laptop tested on battery → jitter still occurs.
Tried different electrical circuits / wall outlets.
Stepmom’s laptop on same outlet her laptop works fine with her mouse.
Mouse settings
Tried all DPI settings.
Tried adjusting polling rates (if supported).
pointer precision off
all mouse apps off
Drivers / firmware
All motherboard, chipset, BIOS, and mouse drivers updated.
Windows all updated
Environment / surface
Desk / surface considered; EMI / interference considered.
No other electronics in the house show issues.
Any and all advice or recommendations welcome
