Dell g2524h is a good monitor or not?

I was looking at all the monitors that fit my budget. People online have said they found it on sale for $220 CAD(Canadian dollars) or so, and it can be had on sale for around $250 CAD(Canadian dollars). The response time according to a website averages to 4.5ms. It has 280hz, but I am unsure if it is one of those monitors where the image quality and performance drops dramatically at the full refresh rate because it's overclocked from factory.

Is it a decent display for the price? For gaming. Recommendations if there is a better display that can be had at that price point?
