Voltage / battery Percent of wireless Mouse impact?

playing with PAW3950 Sensor is great, also does good on cheap mouse pad
when the battery is going below same percentage then the problems starting to crawl back
so i set the mode to gaming so it wont apply power saving
which helped , after going even below 30% then it again come back to make problems
so i had to lower the dpi polling rate also the mode to default
so it wont miss the right position, and make same sudden moves
the question is it all related to the voltage of the battery been so low to the functions of the hardware become more random and prone to errors ?
30% battery is reducing the voltage much ? and cause those input lag and such ?
