I now also think that the problem is caused by outdated electrical wiring and faulty main breaker, especially neutral wire. Bad quality electricity from the grid can make the things worse, but it is not the main culprit - and this is why UPSs aren't helping, because it cannot fix bad quality electrical installation.

I had another visit from a power company guy today, and they said that the main distribution box in the building is fine, all numbers are fine. So the problem is internal electrical instalation in the building, since the electrcitiy that enters the building from the street is apparently fine.

Are you sure the numbers the technician checked are related to our problem? Did he check the neutral resistance?

while some people really have some wacky ideas. I think the wiring can be really bad in some places. In my old place I could make my monitor dim by turning a heater on. that's why some weird issues can change the feeling so dramatically.

But generally, all it does is change the feeling, the actually issue is usually fatigue
my xl2540 has 57500 monitor on time and 42253 backlight on time and its still trucking

I posted that a loose connection on the neutral wire was causing my latency issue. I simply replaced the bimetallic connector that connects my house's power line to the transformer, and the problems were resolved.
My house doesn't have grounded outlets, so it's not a grounding issue.

I think the solution is simpler than it seems. The problem is that even with a loose connection on either the neutral or live wire, the multimeter readings appear normal. My readings were 125-127 V, and the same current flowed between the live and neutral wires without any apparent problems. The wire resistance was also measured.
