100% CPU Usage!

Hello,
Previously, I could disable the cpu idle and in task manager I was able to see my CPU at 100% all the time. This is how I managed to get the lowest DPC latency in latencymon.
Since I have reinstalled my windows and if I disable idle now it doesn't lock it at 100 and is always 0, unless I put load on it!
How can I get my CPU to always be 100% in task manager again?
