How can CRT monitors change their resolution?

Everyone knows CRT monitors can display a number of different resolutions without looking blurry like an LCD monitor would.
I just don't understand how it is possible.
For example, let's take a CRT monitor with a maximum resolution of 1600x1200. Aren't there 1600x1200 red phosphors, green phosphors and blue phosphors? Then, how come it can display 1024x768 pixels whithout looking blurry when the number of phosphors doesn't match the number of pixels, and isn't a multiple of the number of pixels either?
