Capping below refresh rate causes stutter with Gsync (log provided)

when I set my monitor to 165hz and cap fps to 120 (via RTSS) I get a terrible stutter in games.
I used Dynamic Refresh Rate Tool to see if gsync really was working the result was that the monitor was jumping wildly between 100 and 165hz constantly
I read the logs and it constantly alternative between running at 120hz and 144hz. Furthermore, is says the number of frames at 120hz was 44% of the total, while the number of frames at 144hz was 9% and "Other frames" was at 45%
What is going on here?

What motherboard, SSD, PSU?
What specific games were you experiencing this in?
What GPU driver version?
What frame rate limiters have you tried using? The options you have are:
- In-game,
- RTSS Async / Front-Edge / Back-Edge / Scanline-Sync / RTSS Reflex
- Nvidia's Max Frame Rate (behaves differently when Reflex is enabled or disabled)

Macrostutters are usually a sign of ill-configured HW (UEFI) or SW (OS)
That DRAM timing profile is a red flag, in my eyes. Large potential for instability...

I'm not entirely sure that Dynamic Refresh Rate Tool's logging is accurate with regards to G-SYNC or other VRR implementations. Dynamic Refresh Rate is a Window's feature that switches between multiple FIXED refresh rates, so the logging could very well be logging the refresh rate as 144 anytime it's above 120 even slightly, since it only cares about the fixed refresh options you can set in the settings.
