If a TV can only handle 120Hz BFI, how does it process a 60Hz input with bfi?

Ask about motion blur reduction in gaming monitors. Includes ULMB (Ultra Low Motion Blur), NVIDIA LightBoost, ASUS ELMB, BenQ/Zowie DyAc, ToastyX, black frame insertion (BFI), and now framerate-based motion blur reduction (framegen / LSS / etc).

My old TV's rtings information states it can only handle 120fps with 120Hz BFI. If a 60Hz signal is input and rendered at 60fps, and the TV has BFI enabled, how will it process the 60Hz BFI?

Another question is: a monitor that can handle up to 240Hz BFI but can only process a minimum of 60Hz BFI, how does it use a 240Hz refresh rate to process the 60Hz BFI? Is there a difference in BFI performance between this 240Hz BFI monitor and the 60Hz BFI option only in the LG C5?
