Trying to achieve downscaled 20inch 1080p & 480hz

as the title says im trying to achieve a monitor size of aroundd 19-21 inch monitor by downscaling a 27 inch 1440p screen like the PG27AQDP (480hz 1440p) or ag276qkd2 (500hz 1440p) to 1080p to get the first ever small oled screen
but heres the problem, on the PG27AQDP theres DSC cuz it dosent support 2.1 display port. DSC removes MPO and adds delay as it forces your system to run composite flip instead of independent flip. So i was wondering if 1080p/480hz was enough for 1.4 display port. Although the agon ag276qkd2 hass 2.1 display port, but im unsure if the Agon can do flawless downscaling to 1080p / 480hz like the PG27AQDP. if anyone knows if it can please reach out.

That's not "downscaling"
That's simply "no scaling" between the image/frame resolution & display (native) resolution
I assume you're looking for something like this:

This is the LG 27GX790A set to 1920x1080 in-game with no scaling applied.

Misinformation. I haven't seen a single example where DSC forces the inferior presentation model at all (Composed: Flip aka the bad windowed mode)
It can only swap between Hardware Composed: Independant Flip (MPOs enabled) ←→ Hardware: Independant Flip (eFSE / FSO aka borderless fullscreen)

Feel free to share the specific Windows version, game you've experienced this & GPU driver version you're experiencing this in.

Yes, FHD@480Hz should work fine through the HDMI 2.1 FRL6 port of these displays without the use of DSC, as per this calculator
The AG276QKD2 is better in this regard, as you got more bandwidth to work with (assuming you're on a RTX50 GPU)

You want to run the game in a small window on a 1440p desktop? Is that your question here? Or do you want the display itself to run at a smaller resolution with black borders around it?

I want the whole screen resolution to run at 1080p. As i prefer smaller screen around 19-20 inch-ish thats also the whole ppint of me buying a 1440p screen that way i can go on nvidia control panel and make it smaller and 1080p
I wanted an oled 20 inch screen with 480hz but those dont exist so this is the workaround im willing to take.

Then your highest video bandwidth port is the HDMI 2.1 FRL6 port, which means you should use & plan around it instead of DP.

im planning to buy the PG27AQWP-W and do exactly this

It does not.
If your plan was to run HD@720Hz in that way, on the PG27AQWP, that's impossible to do.
You're bound by your GPU, which would limit you to HDMI 2.1 FRL6.
1920x1080@480Hz@10bit is possible, according to this calculator
