Which monitor to choose for competitive shooters and everyday use <€300?

I've been using a 240Hz TN monitor for ~8 years and would like to have a quality upgrade for Esports titles such as Valorant Apex and just SP games / daily use. So, have a lot of questions:

1. As far as I understand, you can only buy an IPS monitor for under €300.

2. There are 1080p and 1440p and 24 or 27 options.
Does it make sense to pay extra for 1440p, 27 inches isn't too big?

3. Will 240Hz IPS be faster than my old 240Hz TN?

4. I've seen couple options with a frequency of 400-420Hz, such as KTC or AOC 25G4KUR. There are also many 300-330Hz ones. Are there any catches with 400Hz for that price range?

5. Maybe I should expand my budget? What can I get for an extra 100-200 euros?

I’d be happy with any help.

EU. Aren't XV270UF3 and 27Q-11 better than Q25?

24.5" QHD (AOC Q25G4SR) is objectively superior for the vast majority of desk depths due to the pixel density (display resolution) difference.
