5090 9800x3d looks worse than 5090 7600x or laptop - LFC?

I wasn't sure what to title this but:
I've been suffering with some issues since purchasing my 5090 last year,
Specs:
Monitors:
1. Fo32u2p 240hz 4k oled - G sync compatiable, freesync premium enabled
2. Acer Predator xb271hu 144hz 1440p ips - g sync official enabled
9800x3d, PBO on, no curve optimizer
2x32gb cl30 6000mhz kingston fury - Expo on
x870e tomahawk (have tried various)
Msi 5090 suprim - silent Vbios (tried the performance too)
Seasonic Tx1600
So, i had a 4090 prior, my mate who doesn't live local now owns it, i got the 5090 and noticed a month later the cursor seemed off...
Desktop, games, most things. It is easier to notice in games that have low fps or force low fps: Elden Ring 60fps cap.
I tried several gpu drivers, chipset drivers, motherboard bios, fresh windows etc...
Tried different mouse too, keyboard also feels abit off and i tried different keyboards, "off" means, typing sometimes feel more heavy? Very hard to explain.
I compared my PC to my Laptop which has a 4060, i connected to the same fo32u2p monitor, same fps, same game, same HDMI cable for this, the laptop in Elden Ring has a better cursor, it's visually pleasing.
I'm pretty sure it's also slightly clearer/crisper.
Now Motherboards:
I originally was on B650 tomahawk, this had the worst mouse and "blur" issue with the 5090.
I then tried some Gigabyte x870e boards and noticed it seemed better, i noticed because i purchased these for different reasons but upon going back to the b650, i noticed the cursor annoyed me again.
I tried 2 more x870e aorus elite x3d boards, yes the cursor is definetly better, games are "clearer" - Hollow Knight true end fights became easier to read visually, i switched back to b650 tomahawk and confirmed it.
I had to send the gigabyte boards back for other reasons, i then purchased x870e tomahawk, my current.
The blur and everything, is better than b650 but still falls short of the gigabyte or my laptop.
It's better, it's possibly "ok" i'm just now chasing answers.
VRR / LFC
So, one thing i noticed during all this:
In 7days2die, modded, which i server host on the same pc i play on - with the b650 tomahawk i got no VRR flicker, i didn't know my monitor displayed it honestly, i played many horrors like silent hill, alan wake. I did get VRR flicker in slay the spire 2 - which is always running 224fps (Forced cap in nvidia).
I switched to the gigabyte x3d board as mentioned and 7days2die gave me quite horrible flicker, very bright, after i returned it for other reasons the b650 did not display this flicker.
VRR, turning on my OSD refresh rate for fo32u2p - i can see in Elden Ring which is 60fps locked, it can go to 120hz at times but mostly sticks to 60hz. When it jumps to 120hz the cursor and everything is smoother, my laptop which i said is smoother in general for this test is always bumping the refresh double it seems.
I put my 5090 into a different pc, b650 tomahawk (A different one from my one i had), 7600x, 2x16gb ram. It behaves similar to the laptop and LFC kicks in more often, most of the time actually.
I had my friend turn on refresh rate for his pc, 4090, 5800x3d 240hz oled (phillips 32" one) etc.. during us playing 7days2die, FPS fluctuates wildly on this, his refresh is constantly doubling too, mine is pretty much 1:1.
I made some AHK scripts and used them on my pc with 5090, laptop, other pc with 5090.
In Elden ring, i can see my PC with 5090, often has a "Single" cursor vs my laptop which often has a slight ghost. In real usage, the laptop is smoother to me. I also took some "pro" photos on phone at 1/30, i'm not familiar with the terms but it's used to check monitors for frame skips i think, the cursor looks similar on both pc and laptop here.
The other main issue is; i see quite a lot of judder, I could see 50-90fps, g sync is engaged but turning can look more juddering, this again, is smoothend out by the laptop - i am thinking this is VRR LFC again.
Is my pc just "too fast" the 9800x3d is not utilizing VRR in same scenarios but the 7600x and my laptop does?
7days2die is horrible for frames but Elden ring main menu even, exhibits the 7600x / laptop often running with LFC vs my 9800x3d setup not and although it's 60fps + 60hz, the 60fps + 120hz adds smoothness to things.
What's the correct way for VRR, g sync to work?
Because i would say if it sticks to the FPS, so 60fps = 60hz, 55fps = 55hz, it's correct but 55hz = 110hz looks better it seems.
