How many people are experiencing the same issue as me?

Hello everyone,
I want to get straight to the point. I’m sure many people on this forum are experiencing the same issue as me and have been trying to find a solution for years. I want to briefly explain the problems I’m dealing with, the methods I have tried, and the things I still haven’t tried yet. Please read carefully.
First of all, I don’t think this problem is caused by any Windows tweak, RAM tweak, GPU/CPU overclock, hidden BIOS setting, or anything like that.
My system is:
Ryzen 7 7800X3D
MSI RTX 4060 Gaming X
MSI B850 Gaming Plus
G.Skill 2x16GB 6000MHz CL30 Hynix A-die RAM
Corsair 850W Gold PSU
Samsung 980 Pro 1TB
BenQ XL2546K 240Hz
Before anyone comments on my GPU, I want to say this clearly: I have also used much stronger GPUs like the 3080 Ti and 3090 in the same system, but no, my problem was still exactly the same.
The damn issue I’m experiencing is this: no matter which game I play, whether offline or online, my games do not feel smooth. And it’s not just about smoothness. I also have issues like lack of control on the keyboard and mouse, input delay, and a dirty/muddy image on my screen. I have opened a few threads about this before; you can read them on my profile.
As a last resort, I thought moving to a new house might solve the problem, and I actually moved. On the first day after moving, I formatted my PC. Everything was amazing. I was literally playing with zero delay. The image was extremely clear, there was zero delay on the keyboard and mouse, and even the audio had improved.
For example, in PUBG, I could hear and locate sounds extremely well. In CS2, the background wind noise was reduced a lot, and I could mostly hear just footsteps. Everything was 10/10.
But after 2–3 days, I came home from work, turned on my PC, and I immediately realized that the problem had returned while I was still on the desktop. My mouse cursor had started to shake and leave a shadow behind it.
Anyway, I tried not to think negatively and launched CS2. First, I entered the Aim Botz map, and I saw that damn scene again. The 700–800 FPS I was getting felt completely fake. It felt like I was playing at 70–80 FPS, as if I didn’t have a 240Hz monitor but a 75Hz one instead.
The sounds were overlapping, hearing footsteps became almost impossible, the image clarity was gone, everyone started Ferrari peeking me, my sensitivity started to feel slow and heavy, and there are thousands of other problems I can’t even fully explain.
In short, no matter how talented or good of a player you are, as long as you are experiencing this problem, you cannot enjoy any game. I’m literally suffering in every game. I’m saying this as someone who used to be above 3000 FACEIT ELO. I’m completely exhausted now. Forget 3000 ELO — I’m currently around 2000 ELO, and even getting 20 kills feels impossible. I’m at the point of giving up.
Now let me tell you the things I have tried.
I tested every single component in my PC one by one by replacing them. I tried different Windows 10 and Windows 11 ISOs. I even tried custom ISOs. I tried tweaks, hidden BIOS settings, power options, RAM/CPU/GPU overclocking, and even paid tweak services, but unfortunately nothing solved my problem.
I even removed the motherboard CMOS battery and left it out for 24 hours to discharge static electricity, but again, it did not solve anything. I changed my internet connection — no difference. I changed my Ethernet cable and bought a Cat8 cable — still no difference. I moved to a new house — still no difference.
The only thing I haven’t tried is an online UPS, and honestly I don’t even want to try it because I already feel like it won’t solve anything either. At this point, it doesn’t matter whether it’s morning or evening anymore; I experience the same delay at all hours.
I’m creating this post as a help/support discussion. I’m really curious if any of you have the same problem as me and what methods you have tried.
