I have a real electricity problem

Hello everyone,
I'm a faceit player living currently in agleria and I’ve been battling an inconsistent, heavy "mouse feeling" and input lag issues for years. Today, I finally did some serious hardware troubleshooting and uncovered what seems to be a massive electrical/grounding issue. I would love to get your expert insights on this.
1. The Environment & Discovery
The Setup: Currently running an open test bench.
The House: The electrical installation is unstable. House lights occasionally flicker, and my external AVR (Automatic Voltage Regulator) buzzes constantly trying to clean up the dirty power.
The Shocking Part: My electrician recently confirmed that my entire house has absolutely no grounding/earth wire connected.
2. The DMM Measurements
Using a digital multimeter (10 MΩ internal impedance), I measured the voltage between the metal chassis of my PSU and my finger as a soft reference to the floor:
The multimeter stably reads ~60V AC floating voltage on the PC chassis.
When checking standard wall outlets in this part of the house, there is zero continuity/path to earth.
3. Peripheral Behavior & High Polling Rate Failure
This electrical mess perfectly explains a bizarre hardware behavior I've been experiencing:
Razer Viper V3 Pro: Inoperable above 1000 Hz. If I switch the dongle to 4000 Hz or 8000 Hz, the cursor exhibits insane jitter, micro-stutters, and pixel-skipping. Micro-corrections in-game become physically impossible.
Logitech G Pro X Superlight (v1): At 1000 Hz, it feels noticeably more stable and handles the environment better, though the overall "heavy mouse" feeling persists depending on the time of day.
Console Tracking (Bonus Fact): I noticed the exact same phenomenon on my PS4 console a while back. At my house, the Rotational Aim Assist in Warzone felt "dead" or completely non-existent (likely due to EMI/jitter corrupting the controller's analog data line). When I brought the exact same console/controller to a friend's house with modern, properly grounded electricity, the aim assist was instantly "sticky" and perfect.
My Questions is :
Does a 60V AC floating ground plane mathematically guarantee data corruption/packet delay on high polling rate USB controllers (like Razer's HyperPolling)?
My electrician told me that rewiring the house to add a proper ground rod will require breaking walls and a massive renovation. In the meantime, would a Pure Sine Wave Double-Conversion (Online) UPS or an Isolation Transformer mitigate this USB jitter, or do they still absolutely require a functional physical ground path to bleed the PSU leakage current?
Has anyone else successfully solved the "heavy mouse / broken tracking" phenomenon solely by fixing their home's grounding?
