Permanent "lag" / delay since November 2020: Same issue across 3 different PCs, ISPs, and locations.

Hello, I really want to share my experience about the "lag" I suffered from around September or November 2020. I'll be really specific about what I mean by lag, because I see a lot of posts that are not describing enough what it feels like.
First, it all started with my old PC with these specs:
Asus vivobook pro 17
- i5-8250U
- 8go RAM
- OS: i was on Windows 10, and i swittched to Windows 11
It was really good to play with. The game I played the most was Minecraft on 1.16.2 on Skywars servers with new PvP. People were not as good as now at PvP, but sometimes you could play with good players. I played for months on servers and I had really good movement, aim, and it was easy to clutch… It was amazing. But one day, the game felt weird.
It was not even possible to win fights, or even clutches with blocks to not fall into the void. I thought it was a big skill issue, which is why I did not care at the time it happened, but it continued and became permanent. To be more specific about what it feels like, it's really, really hard (even against new players) to win 50/50 situations with skills.
The enemies always respond first. It became even more obvious with good players I played with before, because it was not even possible to hit them once. I thought it was something about my Wi-Fi, but the game was bad in single-player too (this is why I don't think it's about my ISP or my Wi-Fi). Because of that, I even had to change my mouse sensitivity because it seemed like it changed my aim. Then, in 2021, I switched to a new computer with these specs:
- i5-11400f
- 16go RAM ddr4 crucial ballistix
- rtx 2060
- OS: i was on Windows 10, and i swittched to Windows 11
And absolutely nothing changed. I tried to make some tweaks on Windows, Wi-Fi, and BIOS. I tried CachyOS, and the game felt even worse. When I watch the gameplay of YouTubers on the servers I play on, I have the impression we do not play the same game. Some streamers are obviously not as good as me at PvP, but it feels like their game runs as it should, with no enemies always reacting first in every circumstance (even against noobs with zero game sense). I changed locations and ISPs, but nothing changed for me.
I reset Windows 11, but I haven't tried a clean reinstallation. The only common points between all of my computers are the OS (Windows), an Intel CPU, and the fact that I always plugged my Glorious Model O into the computers for the first time. I also never played my friend's computer.
I also did some research about the date when everything started to collapse, and the only thing I found was a Windows update made in November 2020. I can't go back in time to see what changed on my computer that day...
Ask me anything you want. Sorry for my English.
