Can anyone help me with this issue or any information that could help me test stuff to figure more in depth fixes? I tried most things.

Uhh bro there is no fix, had it a decade

There is a fix, one of those two:
1) rewire entire apartment/house fully with everything new, from fuse box to sockets and switches and junctions and new grounding rods and neutral bars and new lights, along with fresh TN-S wiring
2) if this doesn't help, then the problem is not just your apartment but its building-level problem or bad grid from the substation, so you need to move places until you find a place that isnt affected by shitty electricity.

Sadly nothing else can be done than just one of those two, don't listen to schizos which are blaming your body and other supernatural stuff, its 99.9% electricity problem, it isn't easily diagnosed because there are many possible electrical problems that each cause same set of symptoms, and short of full rewiring or moving out there isn't any easy fixes really.

Cant you see how many existing threads there are? You're just spamming the forum by creating a useless topic when there's already plenty of info on this. Besides, we have no idea about your experience, so you might not even be facing this specific issue.

I already fixed it by fixing bad neutral with oxidized connectors and shared circuits, but you can keep on wiping your hands in your shirt for another 10 years like you said in another thread because you are among those shizos who think that its your sweaty hands causing this, fully delusional no wonder none of you can fix your problems if you jump to such a stupid things instead of simply hiring an electrician to measure impedance and voltage drift, possible potential imbalance as well, and fix it

Either you're lying or the UKs grid is totally messed up because I've tried multiple locations including new and old houses which absolutely didn't need any rewiring done

You said in another thread that you moved only 1 km away which is basically identical street grid, if you move then move to some remote area outside the city where only a few houses would be connected to the local substation grid, and not entire neighbourhood full of apartment blocks

Things I've already tried:

Multiple different mice
Using the mouse both wired and wireless
Different USB ports
Different PCs
A PCIe USB expansion card
Fresh Windows installs
Reinstalling/removing GPU drivers and trying different driver versions
Different monitors, including an older 75Hz monitor
Different display connections/cables ( Will soon)
Testing with my RTX 2070 installed and removed
Using motherboard/GPU DisplayPort without the RTX 2070
Different PC hardware including motherboard, CPU, RAM, storage and PSU
Running LatencyMon and checking for DPC/interrupt latency issues
Testing with OBS and Replay Buffer both running and completely closed

One of the most interesting things is that I tested a completely different PC in the same room/house, using the same monitor and display cable, GPU and the mouse still had the same floaty feeling.

However, when I went to a friend's house and used my own mouse on their PC and monitor, it felt completely normal.

So far, the pattern seems to be:

At my house:
Different PCs + different hardware + multiple mice = floaty mouse feeling.

At my friend's house:
My same mouse + their PC/monitor = normal.

Because of this, I'm wondering if the issue could be related to something environmental, electrical, grounding, EMI/RFI, or another factor in my house. I haven't yet taken my own PC to another house to test it, which is probably my next major test.
