Newer versions of windows 10 and windows 11 DO NOT allow you to disable full screen optimizations.
Ever since they rolled out the update, my games Valorant and League have felt way worse. Input lag and also inconsistent graphics and inconsistent smoothness levels. Even checking disable full screen optimizations doesnt work anymore, and the way to check that is to see if the volume slider shows up when you change the volume on your headset. It shows up, therefore meaning that FSO is still on.
HOW TO GET THE SAME PERFORMANCE ON NEW WINDOWS 10 AND 11:
-First off leave every windows setting on default. Power plans, tweaks, undo all of it or reinstall windows clean. Only tweak necessary would be turning off mouse accel.
-Do NOT turn off multi plane overlay (Its on by default on newer windows)
-Do NOT turn off optimizations for windowed games (in graphic settings and default on)
-Add any game you play to optimizations for windowed games if its not already there (League wasnt there for me so i added it)
After you make sure that its enabled for your game, change your games to WINDOWED FULLSCREEN MODE. This will not work in FULLSCREEN.
Windows basically is turning into MAC, where they dont want best performance on full screen mode. But, if you keep these settings enabled and play on WINDOWED FULLSCREEN, it will feel just like how true fullscreen used to feel.
My specs:
AMD 5950x
EVGA 3090 FTW3
Crosshair VIII Hero Wifi motherboard
BenQ 2546k
Razer huntsman v3 mouse and keyboard.
This DOES NOT fix network lag. Network lag is more of a hitreg desync issue, which I will also make a thread on.

did all the steps you mentioned, still the volume overlay is visible.

Sure. I haven't seen a post specifying how to get the same performance as how true fullscreen used to feel. There's a million of tweaks on this forum including the ones i mentioned, but what's the right combination that will match before they stopped letting you disable FSO?
The point of this post is the combination not that these are new "tweaks"

Also DO NOT disable game bar. that's an OLD optimization. On updated versions of windows 10 and 11 game bar actually makes your games run smoother because it detects that you're playing a game and makes it perform optimally
