Enter the service menu and check to see if "single strobe" is disabled or enabled, and if changing strobe duty and strobe phase makes the motion blur better (strobe duty lower=lower brightness, and less motion blur)
I find it strange that the 'customization' box was unchecked. That box actually only enable single strobe mode, which ENFORCES all blur reduction single strobe custom settings at all refresh rates.
If single strobe is disabled, then the monitor double strobes at 50-75 hz and single strobes at 76-144 hz, however if you go from blur reduction disabled to enabled (through the OSD) and single strobe is off, it won't use your custom strobe settings until either brightness settings are changed or strobe duty or phase is changed (or single strobe is toggled on/off again). The customization box in the windows utilty forces single strobe on and avoids that bug. You will see that if you have blur reduction already turned on, go in the service menu (not using the windows utility) and set single strobe to OFF (the same thing as removing the checkbox btw), and then change the strobe duty or phase, you will still see active strobe changes even with single strobe set to off.
However if you then go in the OSD and disable blur reduction and then re-enable it again, you will notice the brightness will be higher all of a sudden and the effect won't be as high (because it's using default values). But if you lower the brightness by ONE point (or if you enabled blur reduction through the S-switch/display preset (which of course, also resets the brightness), the strobe settings will instantly be reapplied.
I'm not sure what's going on in your case, though. You may want to enable the service menu, then with the service menu closed, make changes in the windows utility, then go back in the service menu (the service menu will not update in real time if both are open!) to see if the changes actually worked.
