Does anyone know if it's possible to strobe 60hz on the Asus VG248 modded with G-sync kit?

No.
Only benq 2430T and Benq Z series with blur reduction can strobe at 60 hz (with single strobe turned on with the windows utility or through the service menu).

The alternative is software-based black frame insertion, found in certain emulators -- WinUAE and certain versions of MAME.

Indeed, I know all about black frame insertion. And I've had it working with retroarch. I wanted to get it working with mess, but I ended up giving in. It would be so much easier to hit that ULMB button in 60hz mode
Why did they not let us strobe 60hz anyway? Were they afraid of people having siezures (why, when 60hz CRT seemed ok?) or was it something to do with exposing that 3D vision could really just be run at 30 fps on any 60hz monitor, if nvidia chose to do so?

I would guess the latter, since you don't really need their marketed monitors, it is in the driver
