Laptop G sync panel locks to 40 fps randomly until I alt tab out (HELP)

I have a Eurocom Sky X4c with i7 8700k and Gtx 1070. The display is a 60hz 1080p panel with G-Sync.

I noticed that when gaming, the fps drops to 40 randomly and will be locked to 40, until I alt+tab to switch to another window. This problem only shows up when the G-Sync and sync are enabled in the Nvidia control panel along with a frame cap of 58. as soon as v sync is disabled however this issue goes away but I, of course, get tearing

I've seen this problem with multiple games(dota2, WOW, CSGO etc). Is there any solution to this?
