Low-latency mode "on works even when gpu utilization is not 99%?"

nvidia low-latency mode
I know that Ultra is effective for 99%(gpu bound) of gpu.
If so, is the low latency mode "on" not working when the gpu utilization is not 99%?
GSYNC ON - VSYNC OFF
144hz 180-220FPS Not CAP (GPU 99%)
In this situation 139 FPS CAP (gpu 60-80%)
LLM "ON"
Is low-latency "on" not working in this situation?
144hz 80-120fps (gpu 99%)
Is low-latency "on" not working in this situation?

Again, what do you mean by "not working," and which scenario do you mean? "144hz 180-220FPS Not CAP (GPU 99%)" or "In this situation 139 FPS CAP (gpu 60-80%)"?

I guess my question to you is, what answer are you looking for precisely?
We've already established in the comments section of my article you posted in, that LLM "Ultra" is effectively the same as "On" with G-SYNC enabled. Both set MPRF to "1" in supported games, with Ultra's only known difference being it sets an auto FPS limit on top of that.
So, in the case of G-SYNC, both LLM "Ultra" and "On" only directly reduce input lag when the GPU usage is ~99%. Otherwise, no, Low Latency Mode is not reducing input lag.
Also, might I ask what games you're using LLM in? Because, FYI, LLM does not work for DX12 or Vulkan games.
