Too much motion blur?

Hi,
I have new PC from several monts and i have problem with motion blur in every games. With the slightest movement camera, everything go blurry, my eyes can't handle it and after 1-2 hours I feel pain. Unfortunately I can't check this in my previous pc, because I sold it.
My PC:
CPU - intel i5 9600k
GPU - RTX 2060
RAM - 16 gb
PSU - Chieftec 650w
Windows 10
I recorded what it's look like:
https://drive.google.com/file/d/1D5fE7Q ... sp=sharing , of course motion blur in game is turn off. Please pay special attention to the small tree on the left, its look like game render new frame, when old is still exist (and when panning I see 2 trees or more). Game is recorded in 60 fps.

For sharing cloud links Dropbox/GDrive/OneDrive/etc -- it is always best to share video links without compressing them first (don't use RAR before sharing), especially for quick-diagnosis videos. This prevents me from looking at your video inside the web browser without downloading it first.

I just checked your video.
I don't see any motion blur in your video. There is zero motion blur.
So this 100% confirms it's your monitor's fault. What brand monitor are you using?
By any chance:
1. Are you using a VA panel monitor or curved monitor? They are notoriously terrible for motion blur especially in cold rooms (slow VA GtG pixel response), as these monitors are very temperature sensitive.
2. Have you ever considered upgrading your refresh rate to improve motion blur problem from limited frame rate (persistence)? Double frame rate (120fps 120Hz) halves motion blur on flickerfree displays. Quadruple refresh rate (240fps 240Hz) has one quarter the motion blur.
3. If you buy a new gaming monitor, you can also make sure it has an optional strobe backlight (
motion blur reduction mode), though they are almost always only available in higher-refresh rate displays than 60 Hz.
Blur Busters Law dictates that 1ms of frame visibility time equals 1 pixel of motion blur per 1000 pixels/sec. At 60fps 60Hz, you are always permanently getting 16.7ms of motion blur at 1000 pixel/sec turning.
So you're in for a monitor upgrade!

First of all, Thank You very much for the answer. I think it's not monitor fault, but this is my mistake, I forgot to write about it in the first post. So I have two monitors:
1. Viewsonic elite XG270
2. Asus Vg278q
I cap frames on 60 fps, because I have problem with handle motion blur <80 fps. Not all games can keep frames above this value.
On the other hand I have no problem when frames drop below 40. Game start stuttering, and blurry mess from panning camera has gone. Also, I don't know if display two overlapping frames at 60 fps are normal (like e.g. with tree on video in my first post). When I watch some gameplay on yt, I dont see this problem...
It may sound crazy, but it is any way to change blurry to some stuttering between frames on e.g. 60 fps? (when BFI in monitor settings is set to off, because crosstalk is also little distracting at such fps)
