This problem exists in gaming cafes too
Yep i went to this gaming cafe iny city which is pretty decent and wanted to try playing csgo, ofcourse first games everything was cool and fast but aftet awhile my mouse felt weird and horrible and enemies became much harder to kill.
I suspect this problem exists in my entire city and could be in the entire country apart from small little places here n there.
I did a research to find level 10 players in this country of 5 million, there are only 60 players from around 7-10 k faceit players, most of those level 10 players are between 2000-2100 elo which really makes them level 9. Only few are between 3k+3.5k elo, this right here imo confirms this issue is country/city based, some places have more lag than other places, some pc get affected more than other PCs. What's the reason u might ask, is it the electricity system in the entire city? Is it county wide radio signals?

There is a big CS:GO community in my country and we had 0 teams during PGL in Stockholm. Now look at countries like Sweden, Denmark, France - countries known for very good internet quality. Is there any correlation? Answer yourself.
Our internet's infrastructure is congested like a hell, because customers prefer ridiculously fast internet which they cannot take full advantage of, instead of good quality internet. As long as this state will be maintained, nothing will change.

Did you see any loss packet in game (CS Go)? Because i download that winmtr it show me same numbers as yours maybe little wors than that..... I have 0% packet loss, 0% choke and low ping. Just changed my ISP today and it's much better and routings are tier pro.

Sometimes you don't see the packet loss on the game interface but WinMTR is a good app to check for that.
I'm currently experiencing packet loss and ping fluctuation with my ISP, hopefully they have a diagnostic tool in the router interface so they cant denied the fact. But on the other side i dont get the info in game about that loss but deffinitly can tell that is suffer from bad hit reg

That packet loss was due to 0.2 interval. i know that you have a very good internet quality for gaming in Dortmund germany , since every good player on germany i saw so far in twitch, is from that city. i try to get an apartment there and hope i will never face this shit internet congestions BS again.
