Why does smoothness and responsiveness seem to be inversely correlated sometimes in regards to FPS/Graphics/Gaming ETC.

I've been trying to perfect my gaming experience lately and i've noticed a lot. In Destiny 2, for example. When i have high GPU Usage (90-99), i might also have high FPS, Even though it looks smooth it doesn't have that snappy, instant feel to it. It's a feeling like i'm almost locked in certain frames and can't move during them etc. When GPU usage drops, my fps might not be as high and it might be choppy ish and you're skipping frames/data but it feels instant and snappy moving around. Then there are times where it feels both snappy and smooth. I notice this is in correlation with 1% lows being close to my monitors refresh rate. I also notice when my .1% lows drop i experience sever choppiness and input lag. I'm starting to realize how complex and convoluted this whole thing is and it's pretty disheartening. It's just so much involved. I just want SMOOTH, RESPONSIVE gaming experience. Seems harder than ever to achieve today. Games back in the day weren't the smoothest but they were responsive. Seems to be an opposing trend now a days. What do you guys think?
